Scope & acceptance

- Slash commands: `/verify <pr-url>`, `/status`. - Reads a public JSON manifest of merged PRs the admin publishes weekly. - No token custody, no wallet interaction. - Deploy target: single Cloudflare Worker or a tiny Node service.
