Fuzzing corpus + harness for the transaction parser

Build a libFuzzer harness for cryptonote_tx_utils and seed a public corpus of malformed transactions.

Scope & acceptance

Goals: - Harness compiled under `-D SANITIZE=ON`. - 24h clean run on a 16-core box. - Publish corpus under `tests/fuzz/tx/corpus/`. - Any real crash: file confidentially first, no public disclosure until patch merged.
